Andrew Bridgen was arrested on Thurday morning after police received a complaint from a 29-year-old woman.
In a statement, the Conservative member says he has been targeted in a "mischievous and damaging" way.
The video was taken in the building where the assault allegedly took place and shows the woman sobbing and clearly in distress.
Sky News has decided not to broadcast this video to respect the privacy of the woman involved.
In it she is shown making a phone call in tears, claiming she has been groped by the man, who she says is an MP.
She says the alleged incident took place on a balcony. She said she made an excuse and ran out of the flat and injured her face as she fled.
Andrew Bridgen's statementI am naturally angry that I have been targeted in this mischievous and damaging way, and I will be taking advice about this.
Andrew Bridgen issued a statement saying: "The allegations made against me are wholly false and without foundation. Fortunately, they are also demonstrably and provably false.
"I have been happy to cooperate fully with the police and I am completely confident that, after proper investigation, I will be fully exonerated.
"This has caused real hurt and distress to my friends and family, and must be a concern to my constituents.
"I am naturally angry that I have been targeted in this mischievous and damaging way, and I will be taking advice about this. But I would like to thank my constituents and colleagues for the many messages of support that I have received"
Mr Bridgen added that he did not plan to make any further statements while police investigations were under way.
A Scotland Yard spokesman said: "A 46-year-old man has been arrested on suspicion of sexual assault against a 29-year-old woman at an address in SW1.
"He has been bailed to return on a date in mid-July."
