"The greatest risk posed by NPS is that as one psychoactive substance is banned, another springs up, then another and another," the all-party parliamentary group for drug policy reform said.

It also called for work to begin on establishing a system for decriminalising the possession and use of small quantities of drugs, and for politicians to be taken out of the day-to-day decisions on individual drugs.

The Home Office said it would consider the report's recommendations.
