Nigar Jamal and Eldar Gasimov, who go by the name Ell/Nikki, earned the most points in the grand final for their pop ballad Running Scared.
It was the first time that Azerbaijan has won the contest in its 56-year history. This year's competition had entries from 43 countries.
Gasimov says he is "the happiest man in the world right now" after receiving the trophy from last year's winner - Lena Meyer-Landruth of Germany.
It was disappointing news for Blue who had hoped to bring the title back to the UK for the first time since 1997.
They notched up 100 points finishing in 11th.
Jedward failed to make the leap to Eurovision glory
Blue's song, written by members Lee Ryan and Duncan James, was received with enthusiastic applause.
When voting began, Blue scored highly, and were briefly top of the leaderboard.
But they were swiftly overtaken by other countries.
Ireland's entry Jedward managed 8th.
Both the British and Irish acts will be happy to have avoided the dreaded "nul points" but Blue's Simon Webbe had previously said the band were "in it to win it".
Italy took the runners-up spot with Sweden finishing third. Switzerland came last.
