Onboard CCTV footage from the BMW is being reviewed along with material from other cameras in the area.
Police said the driver had received training in driving police vehicles safely at speed. Another uniformed officer was with him.
The car was on its way to the Aston area where another officer had spotted a vehicle which was suspected of being stolen.
Assistant Chief Constable Sharon Rowe said a "comprehensive investigation" had been launched.
She said: "I wish to extend my deepest sympathies to the man's family and friends during this very difficult time."
Sally Westney, Pro Vice-Chancellor of Birmingham City University, said: "This has come as a huge shock to the faculty and the University. We would like to express our deepest sympathy and condolences to parents, family and friends."
