The battle over the benefits cap is one of the more peculiar in recent political history. In arguing for the measure, Iain Duncan Smith, the Work and Pensions Secretary, is supported not just by his Conservative and Liberal Democrat colleagues, but by an overwhelming majority of the voting public. Against him is ranged a coalition of the well-meaning, ranging from bishops to Lib Dem peers (including Lord Ashdown), who warn of the measure's alarming social consequences and promise to block it in the House of Lords. Squirming uncomfortably on the fence is Liam Byrne, Labour's work and pensions spokesman, who claims to support some kind of benefit cap, just not this one.
