All the car's lockable wheel nuts from his 11 year old Citreon were removed, and the hub caps replaced.
Mr Mann has reported the matter to Nottinghamshire and the Metropolitan Police.
Mr Mann discovered the theft his way back to his Bassetlaw constituency the next day when he struggled to control his car after leaving the A1 in Nottinghamshire.
He noted an apparent engine noise on the journey, but it ended up with the right hand front wheel virtually falling off in the car park of his constituency office.
He said: "All the wheel nuts were taken off including the locked ones. To put the hub caps on either someone was coming back to steal the wheels with a van and did not want anyone to notice the nuts were missing and the second is sabotage.
"The consequences of this madness do not bear thinking about. I and others could easily have been killed.
"Nobody could have spotted that the wheel nuts had been removed, which makes the callous nature of the crime even worse".
Only registered garages have access to sophisticated equipment to steal locking wheel nuts. Mr Mann said he was worried but fears that keys for such security systems may be reproducible.
A Metropolitan Police spokesman said: "I can confirm an allegation was referred to the Metropolitan Police from Nottinghamshire Police on 9 August. An allegation of theft from a motor vehicle has been recorded. No arrests at present."
