There is currently one Android handset in the market that features dual-SIM compatibility--the HTC Desire V. Running Android 4.0 Ice Cream Sandwich (ICS), the Desire V has a 4-inch WVGA (800 x 480 pixels) display and a 5-megapixel camera.
It costs around US$390 without an operator contract, but you're probably paying a premium for Beats Audio technology.
If that's a little out of your budget, you may consider waiting for the Sony Xperia tipo, which also supports dual-SIM cards. The entry-level ICS handset has a smaller and lower-resolution screen--3.2-inch HVGA (480 x 320 pixels)--compared with the Desire V. Launching in Q3 in Asia, the tipo also has a 3.2-megapixel camera.
