A review of England's preparedness for severe weather has concluded that the benefits of greater spending to combat winter weather may not be justified by the economic cost.
David Quarmby, chairman of the RAC Foundation, was asked by the Department for Transport on December 1 to prepare an audit on whether the handling of this year's first bout of severe winter weather had followed guidelines he set out in a report on 2009, called the winter resilience review.
