A suppressed report into child abuse in north Wales care homes during the 1970s and 1980s could finally be published if a copy still exists.
John Jillings, a former director of social services, carried out an inquiry into the allegations of abuse at the Bryn Estyn home, in Wrexham, 16 years ago on behalf of the now defunct Clwyd Council. It was pulped after the council's insurers suggested its publication would lead to a rash of compensation claims. The Times has demanded a copy under the Freedom of information Act.
