A Conservative Cabinet minister has angered gay rights groups after saying that same-sex couples could not provide a "warm and safe environment" for raising children.
David Jones, the Welsh Secretary, who last week voted against the Government's plans to introduce gay marriage, said that he believed that marriage had evolved over centuries to provide a home for raising a family, and "clearly" same-sex partners could not do that.
