David Cameron reacted after being heckled by the shadow chancellor then turned to Chancellor George Osborne and said: "I can't help it."
It follows a series of Commons outbursts from Mr Cameron who was accused of sexism after telling Labour's Angela Eagle "Calm down, dear".
He angered female MPs again by giggling when telling Tory Nadine Dorries he knew she was "extremely frustrated".
He recently said he wished Mr Balls would "occasionally shut up and listen to the answer" after more heckling and caused a stir by telling Labour's Dennis Skinner, 80, to collect his pension. He apologised for that comment yesterday.
Mr Cameron was ordered to withdraw his remark to Mr Balls by Speaker John Bercow.
A Labour source said: "He's increasingly losing his temper because he's increasingly losing the economic argument."
